Make everything compatible

I'm running win98 on my local system. I'm planning to make a entire website in php and mysql and uploda to HR.

Is it better to make the site on HR, or can i upload to HR when i finish??

I know i need php, and mysql on my computer... but do i also need apache?? I really don't know how to explain the quesiton i'm trying to ask lol.. but i think its easy to figure out what i mean.

Yes, you need everything you mentioned.
