can I set up my own webmail client?

I need to localize my webmail service , I mean translate it into my home language. I need to setup neomail or any other webmail program. is it possible or not?

yeah, just download one, and install it... I did that when I was on a shared server.

neomail is awful, and is preinstalled here. www.transmission7.com is a nice one :)
