Super Maximum Email Forwarders? 1000+?

We are looking at establishing another domain to offer our members an email address through our organization.

What ideas does everyone have to build small (say under 1000 member forwarders), but to look beyond to say 20,000 member forwarders?

Do any of the Host Rocket upgrades include higher numbers on a gradual basis?

Or should I be looking at another hosting company to handle this?

bigmailbox.com or everyone.net does nothing but handle e-mail, and HR supports them, I'm sure they have some type of solution.
