although it's not really design software I prefer HomeSite 5. Gives you the freedom of handcoding with the ease of a professional editor.

Frontpage, althought made by Microsoft, is pretty cool, too.

me thinks all this web design software (including Dreamweaver) makes ugly code :)

Dreamweaver makes your life faster, you can think it as a template creator.
For example:
You need a tabel.
how long does it take for me to create a table by hand? 1 minute
how long does it take for me to create a table in DW? 10 seconds
then I can configure it as I wish by using the code

I need to add a column to a table which has already 10 colums, which includes the colspans, and all I need to do with dreamveawer is to select table say add row after here. It updates whole table. I dont wanna think how long it will take by hand.

But the point is that if I didnt know how to create html by hand, I would stuck in lots of cases if I used DW.

IMHO

actually, I'm using DreamWeaver UltraDev 4... same thing but with a few more tools. If you spend the time to learn how to use it, and want an HTML compiler that you can see the code being created as you drag and drop to help you learn, then DreamWeaver would be my recommendation. :)

Frontpage takes a terrific beating from web designers, but I have used it on more than one occasion and it has certain advantages, one of which is the ease of making backups (which so many people whine about not having after their site goes down).

Dreamweaver is good, too. Doing it by hand takes way too much time and effort unless you are being paid by the hour. ;)
