The name of the software is Mailman. YOu can go to its website at http://www.list.org. You can manage it by sending email messages. It uses the basic -subscribe -unsubscribe and -request commands. In fact if configured correctly, it will automatically catch emails with the subscribe or unsubscribe command in them and direct them to the system instead of the list.
