new c/p ftp accounts?

Is there anyway to use one of my additional FTP accounts to point to the public_html directory? whenever I set up a user the cp autmatically creates a sub directory in that name and only allows access to that folder. I want someone else to be able to access public_html but don't want them to use my username/pass.
