Invalid international number

In the past I have dial (01196278533797) cell phone number. Now when I dial I get a voice message saying that the number is invalid. Sometimes the phone adapter begins to blink showing a possible connection, then there is a click and disconnect tone.

I sent in a ticket and was told by level 2 support:
"We have done some research into this issue and it does appear that the listed number is not valid. Please let us know if you have any other questions". Thank you.

My reply was:
What makes it invalid. I have made thousands of call to this number before without any problem. I don't see how it could be invalid all of a sudden. Right before I got your reply the number started working again, but now I am getting the message again that it is invalid. I dial this number from my cell phone and it works just fine.

It has been 3 days without a reply. Can anyone tell me why this number is invalid?

what is your country code? looks like you've either got one too many numbers or one to few there. 011-9-627-853-3797??

very odd that it went through before and sometimes goes through now though.
