*69 Read Number With Option Of Return?

Would it be possible to have *69 first read back the last incoming number with the option to call back (ie "the last incoming call was from 555-555-5555, press 1 to call back") instead of just automatically calling back. This would be useful when someone calls and doesn't let the phone ring long enough to register on caller ID....you would find out who called and would then have the option of whether or not you actually wanted the call to "return".
