Error "Forbidden" You don't have permission to access /~xxxx/ on this server.

Hi,
I am trying to publish a website. I upload all of the files. When i point to html directory i got following error:
Forbidden
You don't have permission to access /~mcilmn/ on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Any ideas of why is it forbidden?
