Show the date and the hour in local format.

Hi:
What I need to do so that my site shows the date and the hour in local format? The site uses PHP-NUKE and read it direct from the server.

Now the sample:
Date: Day of the week, month, day, year.
Hour: EDT

I need that shows it thus:
Date: Day of the week, day, month, year
Hour: GMT +1
