remove format.exe

This might sound overly simple but why don't you rename the file to let's say fake.exe or dummy.exe (really anything.exe) and then delete it. This way windows won't try to use it cause its not a system file. Just wondering.

haha, i think this is horribly in the wrong place....

but, windows usually wont let you rename important system files, especially not those that are in use.
