Client Certificate - Visual Basic

Hello,
I'm a beginer in this area.I need your help to guide me through.
Someone did a program in VB that retrives data from a server.
He used a webpage to retrive the data for those who don't have rights on the server.But it doesn't work because he didn't set the clientcertificate.
My job is to set the ClientCertificate but I don't konw how.
I need help ASAP.

I did some research and now I have the clientcertificates path but I don't know how to find the name.I'm hopeing someone could help me.
