windows server 2003 setup failure

i'm installing windows server 2003 std edition from ms dos. after setup finishes copying the files to the hard drive, i'm prompted to restart. after restarting and making sure the 'A; drive is vacant, i get this message:

'non-system disk or disk error. replace and strike any key when ready'

any ideas on how to make setup continue?
