problems with 2nd processor

I am trying to add a 2nd P3 500 MHz processor to my Compaq Proliant 800 Server. After it's put in place, I get the following error:

215 - Nonfunctioning voltage regulator moduler for processor 2.

What does this mean? Is there any other hardware changes I need to make to the motherboard as well?
