I'm having a problem with Page Layout Design, http://www.dragonu.net/index.php. I have heard that there isn't enough colors, ok. Then I heard that the page layout isn't great either.
I was wondering if there are any internet resources for learning page layout because buying books is expensive.

I don't mind the black and white and gray color sceme at all. I think the page layout is ok, even though it's a little blocky. At least you have some content!
I think your blog needs a little padding on the sides so the text does not run right to the edge of the gray background.

Let me try to help you here.
Your layouting is for High Resolutions of 1024X768 or higher. What you need is:
Plenty of graphics
Multimedia
Colortone
For example, the background of your menu bar on the left got cut off after the last link. This is no good; as it shows in consistency.
As for designing, your layout is perfectly fine. You just have to mess around with the colors until they fit some how. That's how a lot of web designers start out.

Seconldy, your links are out of whack. Try to sort them from priority and urgency.

The best way to evaluate your site is with your own two eyes.
Compared to the rest of the web, this is a nice site. The scale could be brought down a bit, and you could fill in the left nav space, and maybe add a hint of that red to the main title bar.
Use your own judgement.
