I tried to post a trouble ticket and am receiving a message that the server admin.hrwebservices.net is unable to located. Coincidentally, that is the same message I am receiving when I try to access our site at www.nesids.org

I can get onto my site using 216.74.100.93/~nesids/

Would purchasing a static IP address allow the public to access my site through my domain?

I can see your site perfectly, as maybe it is a problem with your isp not updating their dns records yet.
