is there a way to make a table a variable size using % and also have a minimum size? by this i mean it will scale to the % i set but when it gets to a cetain size it wont get any smaller.

You could possibly use a spacer.gif set at the certain width in pixels that you want. Meaning if you do not want it getting any smaller than 100 pixels - set the spacer.gif to 1x100 and that will prevent it.
