cd recovery

hi, i am just trying to find out if i can use a recovery cd for compaqxp on a northgate that is running windows 95 i seem to have lost a start file,i think, it is a dll file. but any way i have trouble getting any where it takes forever to get to internet. i keep getting a box jumping up constantly saying im missing a start up file which is dll file ws2-32. so i wanted to no if i could use the recovery cd or if you might be able to guide me some where that can help.
