Fames are alright, it really depends on how you use them tho... try to get more experience with one page layouts (with tables) before you attempt to use things such as frames, iframes, or layers (if you intend to, some people never do).

Suggesting that someone learn a different language to get around using frames is ridiculous.
A better solution for including multiple files in one HTML request is to use server side includes. It's much less work, less time to learn and less total code, and is a lot less resource heavy than PHP.
That said, frames are horrible and should only be used when absolutely necessary. And from what I can tell, it's definitely not necessary here.

Hey, it would help if i read whatever language this is written in. But, like everyone else i'm going to bug you about frames. They have their place and time, and on your page, neither is existant. They can(rarely) be used well, and your site is not an exception. In my humble opinion you should also make the scrollbars some visible colors to aviod eye strain of your users. Try using more pictures and less paragraphs to get your point across (what ever it is. I'm sorry i cannot read this language).
But of course, when reviewing a site, people tend to focus on the negetive, so don't let my comments discurage you from web design.
