Does anyone know what i need to build a website Template? What program?

All a template means is you use the same basic concept on every page (usually a design). If you want an easy to use program that automatically updates pages with templates go with Macromedia Dreamweaver MX. This program is only available by retail, I do not know of any programs that do it for free.

You could template your site using php, it's pretty easy to do, I have a quick tutorial on how to do it on my site, if you have any problems let me know.

Dreamweaver MX will be easiest for you I would guess. It is pretty easy to create a template in Dreamweaver and maintain the whole site with it.
