It seems like everytime i get around 30-40 people on my message board at once the web server goes down for a while. Is that the reason? I have the economy plan and was wondering how many active users could be on my vbulletin all at once?

I was told a long time ago 30 was the magic number for users on at once before the suspended you.

if i upgraded to semi-dedicated how many people would be allowed?

While I guess that it's not impossible that this could be a factor I doubt that your forums alone have been crashing the server if only from the fact that you haven't mentioned being suspended...if you've been exceeding the maximum number of concurrent MySQL connections (which I believe is 30) your account would have been suspended, and if your boards were bringing the entire server to it's knees you surely would have heard about it by now (as well you should!)

My understanding is the limit is 30 concurrent MySQL database connections per account, which isn't necessarily the same as 30 users online in a forum. I believe that in order to exceed the limit one would have to have 30 users all clicking on links and loading threads (or performing searches, etc) at the same time, and due to the fact that at any given point some users will likely be reading threads, composing messages etc rather than actively loading pages it's unlikely (although not impossible) that less than 40 online users will make more than 30 simultaneous MySQL connections.
If your "users online" never exceeds 40 you probably wont have a problem (in this post (http://forums.hostrocket.com/showthread.php?s=&threadid=9890&post50356) a fellow HR customer reports operating a VBulletin forum with up to 37 online users on an HR Economy Plan for in excess of a year without problems), however if your forums continue to increase in popularity and you don't do anything to limit access (if I'm not mistaken there are options available within the VBulletin Control Panel to limit the maximum number of users) you may have to consider other options such as a semi-dedicated plan.

As I've seen reports of HR recommending an upgrade to a semi-dedicated plan to those who have been suspended due to excessive MySQL usage I'd imagine that the limit on concurrent MySQL connections is substantially higher however I've never seen an exact figure mentioned. You may want submit a trouble ticket asking about this (I'd also ask if your recent MySQL connections have been approaching the maximum limit).

well the most i've had online at once was 58. That was about a week ago, and my forums are continuing to grow.
I'll send in a trouble ticket now.
