FormMail help text at Hostrocket says 'the script, FormMail.pl, needs to be placed in your server's cgi-bin.' Question: where do I find the script.

Hostrocket help text 'the anonymous WWW user must have the ability to read/execute the script.' Question: how do I know if WWW has the ability to do so.

You change the access to it through the control panel. Go into the file manager and navigate to FormMail.pl, click it once, then do change permissions in the upper left of the control panel.

Doesn't have to be in the cgi-bin -- cgi scripts work everywhere on HR servers.
