PHP/Mysql - Pear

I am attemting to install a real basic Financing Program called saCash, found on the web. It's done in php/mysql.

The author seems to be unreachable, and I am missing? a file, but I am still attempting to get this thing installed.

One of the .php files is including "DB.php". The "DB.php" file is not included. From a web search, this file seems to be associated with "Pear DB" scripts. Does anyone know if this is a completely seperate program that is installed on the server somewhere, and can the path be included to the "Pear" include files?

PEAR is a separate php library. I'm using it to develop our intranet at work, and it would be a very nice thing to be able to use on my hostrocket sites.
